Snap November 2025 Update: As November 2025 unfolds, a critical fight is underway over SNAP (Supplemental Nutrition Assistance Program) benefits vital to millions of low-income Americans. The Trump administration has urgently asked a federal appeals court to block a recent court order mandating the government to distribute full SNAP benefits for November despite the ongoing government shutdown.

U.S. District Judge John J. McConnell Jr. ruled that the administration must release all SNAP funds for the month by Friday, criticizing the government for allowing millions to go without food assistance. The judge referred to the partial payment plan initially proposed by the administration covering only about 65% of monthly benefits as arbitrary and unacceptable.

The administration argues that the shutdown means no funds are legally available beyond a contingency reserve, currently insufficient to cover full SNAP payments. The Justice Department describes the court order as “unprecedented,” accusing it of overstepping judicial authority and undermining the separation of powers. They insist that resolving this crisis is solely within Congress’s hands.

Judge McConnell’s order and the administration’s appeal have created weeks of uncertainty for the roughly 42 million Americans relying on SNAP. The administration also warned that recalculating partial benefits could cause delays lasting weeks or months in some states.

Meanwhile, some states such as Wisconsin have started disbursing full payments to SNAP recipients using alternate measures. Other states are boosting support for food banks and exploring ways to bridge the gap caused by the federal funding shortfall.

As the legal battle intensifies, the looming government shutdown continues to threaten food security for millions, renewing calls for Congress to act swiftly to ensure uninterrupted support for vulnerable families.
